【摘要】近日，深圳自然規(guī)劃局發(fā)布了《寶安創(chuàng)業(yè)路商務(wù)大道策劃及城市設(shè)計國際咨詢預(yù)公告》，以下簡稱《公告》。

《公告》稱，《寶安創(chuàng)業(yè)路商務(wù)大道策劃及城市設(shè)計國際咨詢》即將啟動，現(xiàn)面向全球優(yōu)秀設(shè)計機(jī)構(gòu)開放預(yù)報名參賽意向登記，正式公告預(yù)計將于六月上旬發(fā)布。本次國際咨詢旨在匯聚全球智慧與先進(jìn)理念，征集兼具創(chuàng)意性、實施性與寶安特色的商務(wù)大道策劃及城市設(shè)計方案。

本次設(shè)計的位置位于新安街道位于寶安區(qū)南部，東臨南山高新區(qū)，前海擴(kuò)區(qū)后，新安成為寶安-前海共筑國家級戰(zhàn)略主戰(zhàn)場的首要抓手。

本次國際咨詢范圍包含兩個層面：統(tǒng)籌城市設(shè)計范圍、核心城市設(shè)計范圍。

其中，統(tǒng)籌城市設(shè)計面積約為13.4平方公里，西南起海秀路，東北至留仙三路，沿創(chuàng)業(yè)路兩側(cè)約1~1.5千米范圍內(nèi)的帶狀區(qū)域。

核心城市設(shè)計范圍：面積約為5.3平方公里，西南起新湖路，東北至留仙三路，沿創(chuàng)業(yè)路兩側(cè)約500米范圍的帶狀區(qū)域，包含靈芝公園、新安公園、新安廣場和新圳河等重要的公共空間和尖崗山產(chǎn)業(yè)園片區(qū)，同時納入了多處風(fēng)貌亟需改善的老舊社區(qū)和廠房。

本次國際咨詢將立足于“前海+寶安”區(qū)塊聯(lián)動、“舊城+新城”縫合共生、“智造+服務(wù)”創(chuàng)新復(fù)合、“商業(yè)+商務(wù)”多元共生的工作目標(biāo)，將創(chuàng)業(yè)路沿線打造為“對話世界、國際一流、灣區(qū)標(biāo)桿”的商務(wù)大道。

本次國際咨詢包括商業(yè)產(chǎn)業(yè)策劃、公共空間營造、新老城區(qū)融合、交通組織優(yōu)化等四大方面。

《寶安創(chuàng)業(yè)路商務(wù)大道策劃及城市設(shè)計國際咨詢》即將啟動，現(xiàn)面向全球優(yōu)秀設(shè)計機(jī)構(gòu)開放預(yù)報名參賽意向登記，正式公告預(yù)計將于六月上旬發(fā)布。本次國際咨詢旨在匯聚全球智慧與先進(jìn)理念，征集兼具創(chuàng)意性、實施性與寶安特色的商務(wù)大道策劃及城市設(shè)計方案。

International Consultation for the Commercial Avenue Planning and Urban Design of Bao'an Chuangye Road will be launched. Pre-registration is now open to outstanding design institutions all over the world. The official announcement will be released in early June. This consultation aims to collect intelligence and advanced concepts, and solicit proposals for Commercial Avenue planning and urban design that are creative, practical and with Bao'an characteristics.

項目背景

Background

深圳市第七屆人大二次會議政府工作報告中指出：深圳需實施擴(kuò)大內(nèi)需戰(zhàn)略，增強(qiáng)暢通國內(nèi)國際雙循環(huán)功能，加大高質(zhì)量投資力度、打造國際消費(fèi)中心城市、建設(shè)國際貿(mào)易中心城市；需深入實施文化強(qiáng)市戰(zhàn)略，不斷提升城市文化影響力，打造全國文明典范城市、區(qū)域文化中心城市，世界級旅游目的地城市；同時應(yīng)壯大消費(fèi)新業(yè)態(tài)、新模式，新引進(jìn)設(shè)立知名品牌首店、旗艦店、新概念店，發(fā)展定制消費(fèi)、時尚消費(fèi)、體驗消費(fèi)。

The work report from Second Session of the Seventh National People's Congress of Shenzhen pointed out that Shenzhen needs to implement the strategy of expanding domestic demand, improve both domestic and international economic cycle, increase high quality investment, make Shenzhen an international center for commercial and business. Besides, it is necessary to strengthen the city by continuously improving the cultural influence, and build a city that is national civilized model, regional culture center, and international tourist attraction. At the same time, Shenzhen should explore new forms of consumption and new model including bringing more well-known brands and advanced concept stores, developing various consumption such as customized, fashion and experience.

寶安區(qū)第七次黨代會明確了寶安未來五年以打造世界級先進(jìn)制造業(yè)高地為總抓手，奮力建設(shè)中國特色社會主義先行示范區(qū)標(biāo)桿城區(qū)，實現(xiàn)世界級先進(jìn)制造城、國際化灣區(qū)濱海城、高品質(zhì)民生幸福城的發(fā)展目標(biāo)。未來五年寶安必將乘勢而上、跨越發(fā)展，奠定身居灣區(qū)之心、挺立灣區(qū)之巔、引領(lǐng)灣區(qū)之先的堅實基礎(chǔ)。

The 7th Congress of CPC of Bao'an clarified that in the next five years, Bao'an will focus on improving its manufacture industries and become the leading district with socialism with Chinese characteristics. The foundamental goal for Bao'an is to build an advanced coastal city with world-class manufacturing industries and high-qulaity living environment. We believe in the next five years, Bao'an will take advantage of the momentum and lead the development of the whole bay area with a steady foundation.

本次國際咨詢基于創(chuàng)業(yè)路沿線及周邊先進(jìn)制造業(yè)與商業(yè)服務(wù)業(yè)的現(xiàn)實基礎(chǔ)，多元的城市文化生活資源以及優(yōu)越的區(qū)位條件，把握前海擴(kuò)區(qū)、新安納入深圳都市核心區(qū)的機(jī)遇，提出將創(chuàng)業(yè)路沿線地區(qū)建設(shè)成為集中展現(xiàn)寶安城市繁華與創(chuàng)新力量的商務(wù)大道；以創(chuàng)業(yè)路為軸，探索智能制造業(yè)和現(xiàn)代服務(wù)業(yè)在城市空間中的創(chuàng)新復(fù)合，打造生產(chǎn)、生活、生態(tài)高度融合的示范城區(qū)，成為國際一流、灣區(qū)標(biāo)桿的新樣本，并帶動周邊地區(qū)發(fā)展，構(gòu)建連續(xù)的城市活力片區(qū)。

This consultation proposes to have the commercial avenue built along Chuangye Road considering the existing foundation advanced manufacturing and commercial service, diversified urban cultures and superior location of this area. Besides, as Xin'an Subdistrict has been included into the metropolis core area of Shenzhen with the expanding of Qianhai district, there will be more opportunities for the area along Chuangye Road. We propose to take Chuangye Road as the axis exploring the new way of combining intelligent manufacturing and modern service industries, building a leading urban spaces integrating producing, living and sustainability. This will make Bao’an district become a world-class coastal city, and then help develop the surrounding areas for a continuous urban vitality area.

項目區(qū)位

Location

新安街道位于寶安區(qū)南部，東臨南山高新區(qū)，前海擴(kuò)區(qū)后，新安成為寶安-前海共筑國家級戰(zhàn)略主戰(zhàn)場的首要抓手。創(chuàng)業(yè)路沿線片區(qū)是串聯(lián)寶安中心區(qū)、尖崗山新興產(chǎn)業(yè)聚集地的重要城市發(fā)展軸，地理位置優(yōu)越，產(chǎn)業(yè)基礎(chǔ)良好。沿線匯聚了壹方城、海雅繽紛城、中洲商業(yè)π mall等大型商業(yè)，緊鄰寶安中心區(qū)、騰訊未來科技城、留仙洞總部基地等重大發(fā)展平臺。交通體系內(nèi)暢外達(dá)，107國道和寶安大道貫穿該片區(qū)，未來軌道交通將呈現(xiàn)網(wǎng)格化布局，隨著深中通道、深珠通道、西麗樞紐、前海樞紐等陸續(xù)建成，也將極大加快該片區(qū)深度融入灣區(qū)發(fā)展格局，為寶安未來發(fā)展注入新的驅(qū)動力。

Xin'an Subdistrict is located in the south of Bao'an District, and is adjacent to Nanshan High-tech Zone in the east. After the expansion of Qianhai District, Xin'an has become an important area for Bao'an and Qianhai to build an national business. The area along Chuangye Road is an important urban development axis connecting the Bao'an Central District and the emerging industry area of Jiangangshan. It has an advantageous geographical location and a good industrial foundation. There are large businesses such as Uniwalk, HaiYa Mega Mall, and π mall nearby. Besides, this area is close to major development platforms such as Bao'an Central District, Tencent Future Technology City, and Liuxiandong Headquarters Base. The transportation system here is excellent: National Highway 107 and Bao'an Avenue run through the area. In the future, the rail transportation network and completion of Shenzhen-Zhongshan Corridor, Shenzhen-Zhuhai Corridor, Xili Hub, Qianhai Hub, etc will helps the integration of the area into the development pattern of the Bay Area, providing new driving forces into the future development of Bao'an.

Design Areas

本次國際咨詢范圍包含兩個層面：統(tǒng)籌城市設(shè)計范圍、核心城市設(shè)計范圍。

統(tǒng)籌城市設(shè)計范圍：面積約為13.4平方公里，西南起海秀路，東北至留仙三路，沿創(chuàng)業(yè)路兩側(cè)約1~1.5千米范圍內(nèi)的帶狀區(qū)域。

核心城市設(shè)計范圍：面積約為5.3平方公里，西南起新湖路，東北至留仙三路，沿創(chuàng)業(yè)路兩側(cè)約500米范圍的帶狀區(qū)域，包含靈芝公園、新安公園、新安廣場和新圳河等重要的公共空間和尖崗山產(chǎn)業(yè)園片區(qū)，同時納入了多處風(fēng)貌亟需改善的老舊社區(qū)和廠房。

This international consultation includes two scopes: the overall urban design and core district urban design.

For overall urban design: The area is about 13.4 sqkm. It starts from Haixiu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area within a range of about 1 to 1.5 kilometers offset from both sides of Chuangye Road.

For core district urban design: The area is about 5.3 sqkm. It starts from Xinhu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area of about 500 meters offset from both sides of Chuangye Road, including some important public spaces such as Lingzhi Park, Xin'an Park, Xin'an Square, Xinzhen River and the Jiangangshan Industrial Park. This area also covers many old communities and factories that need to be renovated.

工作內(nèi)容

Work Description

本次國際咨詢將立足于“前海+寶安”區(qū)塊聯(lián)動、“舊城+新城”縫合共生、“智造+服務(wù)”創(chuàng)新復(fù)合、“商業(yè)+商務(wù)”多元共生的工作目標(biāo)，將創(chuàng)業(yè)路沿線打造為“對話世界、國際一流、灣區(qū)標(biāo)桿”的商務(wù)大道。本次國際咨詢包括以下四方面重點(diǎn)工作：

商業(yè)產(chǎn)業(yè)策劃：探索現(xiàn)代服務(wù)業(yè)與智能制造業(yè)的融合，研究片區(qū)商業(yè)產(chǎn)業(yè)發(fā)展定位及方向，對商業(yè)商務(wù)業(yè)態(tài)、模式、規(guī)模等進(jìn)行分析，提出業(yè)態(tài)布局、空間模式、運(yùn)營等方面的建議。

公共空間營造：統(tǒng)籌規(guī)劃片區(qū)公共空間，優(yōu)化商務(wù)大道兩側(cè)、新圳河、新安公園、靈芝公園、創(chuàng)業(yè)立交、廣深高速沿線等公共空間要素，結(jié)合商業(yè)策劃，建立高品質(zhì)的公共空間環(huán)境。

新老城區(qū)融合：關(guān)注新老城區(qū)的歷史、文化、居民及城市風(fēng)貌，促進(jìn)新老城區(qū)融合共生，提升城市形象。

交通組織優(yōu)化：建立與總體定位與開發(fā)規(guī)模相匹配的綜合交通體系，考慮107國道兩側(cè)的便捷聯(lián)系，軌道站點(diǎn)周邊的地上地下一體化開發(fā)、與商業(yè)業(yè)態(tài)的組合關(guān)系。

在充分考慮上述四方面內(nèi)容后，提出具體的城市設(shè)計控制指引、存量空間再發(fā)展指引、規(guī)劃實施策略和路徑等具體的設(shè)計指引，指導(dǎo)后期建設(shè)。

This international consultation will work on building an international, world-class and benchmark district in the bay area along Chuangye Road. The work will be based on goals of linking Qianhai district and Bao'an district, stitching and symbiosis of old and new urban areas, innovation and compounding of intelligent manufacturing and services, and multi-dimensional symbiosis of business. Thus, this international consultation includes the following four key tasks:

Commerce and industry planning: Explore the integration of modern service industry and intelligent manufacturing industry, study the direction of the commerce and industry development in the area, analyze the commercial business format, model, scale, etc., and put forward suggestions on business layout, space mode, operation, etc.

Arranging public spaces: Overall planning of public spaces in the area, optimizing the existing public space elements such as both sides of the Commercial Avenue, Xinzhen River, Xin'an Park, Lingzhi Park, Chuangye Interchange, and areas along the Guangzhou-Shenzhen Expressway. The design for public spaces should combine with commercial planning to establish a high-quality environment.

Integration of old and new urban areas: Pay attention to the history, culture, residents and urban features of both old and new urban areas, promote the integration and coexistence of them to enhance the image of the city.

Optimization of transportation organization: Establish a comprehensive transportation system that matches the overall positioning and development scale, taking into account the convenient connections on both sides of National Highway 107. The areas closed to railway station should be developed as an integrated spaces both above and underground and combined with the commercial formats.

With above four aspects considered, applicants should put up specific design guidelines including guidelines for urban design, existing places redevelopment, planning implementation strategies.

報名要求

Registration Requirements

1.申請人須是國內(nèi)外注冊的獨(dú)立法人或合伙制企業(yè)或其他組織，不接受個人或個人組合的報名。

2.本次國際咨詢報名不設(shè)資質(zhì)要求，鼓勵任何熟悉中國國情、具有城市設(shè)計綜合研究能力與實踐經(jīng)驗且具有城市片區(qū)級商業(yè)策劃經(jīng)驗的境內(nèi)外機(jī)構(gòu)或聯(lián)合體報名參與。

3.設(shè)計團(tuán)隊成員須由城市規(guī)劃與設(shè)計、商業(yè)策劃、建筑及景觀設(shè)計等多專業(yè)人員構(gòu)成。

4.允許聯(lián)合體報名參與，聯(lián)合體成員數(shù)量不超過三家。聯(lián)合體各成員不得再單獨(dú)或以其他名義與其他參賽單位組成聯(lián)合體參與報名，聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議書》，并明確牽頭單位、各方工作分工等。

1. Interested applicants must be independent legal entities or partnerships or other organizations. Individual or teams of individuals will not be accepted.

2. There are no requirements on qualification for registration. Any domestic and foreign institutions or consortium who are familiar with China's conditions, have comprehensive urban design research capabilities and practical experience, and have urban district-level business planning experience are encouraged to register.

3. The design team must be composed of professionals in urban planning and design, business planning, architecture and landscape design.

4. Registration by a consortium comprising no more than three members is allowed, provided that the leading party and the internal division of responsibilities are specified in a legally-binding consortium agreement. No member of a consortium is allowed to register twice either independently or by joining another consortium.

評審規(guī)則

Rules

本次國際咨詢采用“公開征集”的方式，分為“資格預(yù)審階段、方案設(shè)計及評審”兩個階段。

資格預(yù)審階段：綜合考慮公司資信、公司相關(guān)業(yè)績（空間規(guī)劃設(shè)計及商業(yè)策劃方面）、團(tuán)隊實力及概念提案，由主辦方依法組建資格預(yù)審委員會，評選出5家資格預(yù)審階段入圍單位（無排序），及2家備選單位（有排序）進(jìn)入方案設(shè)計階段。

方案設(shè)計及評審階段：5家入圍單位遞交設(shè)計方案，由主辦方依法組建方案評審委員會，進(jìn)行方案評審及排名，對應(yīng)機(jī)構(gòu)將獲得相應(yīng)獎金。

The International Consultation is open for registration, and will include two stages: "pre-qualification" and "design & evaluation".

For Pre-qualification stage: The credit document, related experience (design and planning for urban spaces, and business planning), abilities of team and concept proposal will be reviewed by the Pre-qualification Review Jury. Five non-ranking teams and two ranked teams on wait-list will be selected for next stage.

For design & evaluation stage: The proposal submitted by final-listed five teams will be reviewed and ranked by the Scheme Review Jury. There will be corresponding rewards for the winning teams.
